Head of Operations - CAR


The Central African Republic has been subjected to a violent armed conflict with severe humanitarian consequences and thousands of internally displaced nationals(IDP). The access to these displaced groups has been a challenge for the humanitarian community. Road conditions are not good enough to reach the remote areas where IDP:s are located and humanitarian workers don’t have access to proper offices and accommodations in these areas. MSB’s UN-partners (Unicef, UNHCR, WFP and IOM) have solicited MSB’s support for the construction of offices and accommodations in strategical key areas to gain access to the most vulnerable population in order to be able to conduct an efficient humanitarian response. The project was initiated in March 2019 and has proceeded with the planning, design and procurement phase before now tentatively moving into the implementation phase at the end of 2019. In the implementation phase construction will commence on four locations: Kaga Bandoro, Bangassou, Bria and Berberati. The MSB is looking for a Head of Operations to take on the project and take it into its implementation phase. The future Head of Operation should preferably have a construction background and French language skills as this is a key position in a demanding environment. Central Afrikanska Republiken har utsatts för våldsamma beväpnade konflikter med hemska humanitära följder och tusentals av internt fördrivna medborgare. Det har varit svårt för det humanitära samfunden attt få tillgång till dem fördrivna medborgarna då vägarna inte är farbara och det finns inte heller någonstans för de humanitära arbetarna att bo eller arbeta i de avlägsna områdena. MSB:s FN partners (Unicef, UNHCR, WFP och IOM) har därför frågat MSB om stöd med byggnationen av kontor och boenden på strategiska platser där de fördrivna medborgarna finns så att de kan stödja dem med ett effektivt humanitärt stöd. Projektet initierades i mars 2019 and har jobbat med planering, design och upphandling för att mot slutet av 2019 gå in i den implementerande fasen. I implementeringsfasen så kommer konstruktion att börja på 4 ställen: Kaga Bandoro, Bangassou, Bria och Berberati. MSB söker nu en Head of Operation som kan leda projektet in i implementeringsfasen. Responsible for overall management and implementation of MSB construction support to the UN partners in CAR.
Responsible for timely financial, operational and narrative reporting to MSB HQ as well as the overall financial responsibility for the mission in terms of approving expenses for the project and other pertinent payments related to the running of the mission.
Responsible for the safety and security of up to 10 MSB field staff in 3-5 locations. This includes monitoring the existing evacuation plans, medevac plans as well as security plans, in collaboration with a Medical Advisor and a Security Advisor.
Represents MSB vis-à-vis with the UN partner’s senior management as well as other stakeholders (Sida, UN-agencies, MINUSCA, INGO’s, donors, commercial contractors).
Responsible for coordination and contacts with UN partners and MSB HQ. This will be a great responsibility, as the mission requires good coordination skills and possibility to have an overview of the project.
Oversee tendering and procurement of local construction works together with a Procurement Officer and Construction Project Officer.
Responsible for taking into account the risk for corruption during the operation and actively working to identify corruption and making sure that the team actively counteracts corruption and reports any suspicions of corruption.
Responsible to ensure the mission reaches its expected results. This includes coordination with UN partners to create a proper monitoring and reporting plan.
Responsible for the staff planning, making sure that staff follows the Code of Conduct, deal with any team conflicts or issues and promote a good team development. Also responsible for planning the work and prioritizing the tasks at hand, delegating work to relevant staff. You will also be responsible for evaluating the staff’s performance, writing Performance Evaluation Reports (PER) at the end of their deployment. You are responsible for going through the PER with the staff before the completion of their deployment and also sending it in to MSB HQ, completed and signed by both staff and HoM.
Administrative duties as needed.
Responsible for making sure the cross-cutting issues such as gender and environment are included in the planning, execution and hand-over of the operation as well as reporting the expected results.
Responsible for the operational planning and the implementation of an exit strategy from the start of the operation.
Carry out other duties as required by mission needs and/or from MSB management.


Proven management experience, with the ability to establish a coordination function aiming to have an overview of the project and enabling a sound decision making process.
Proven ability to manage and motivate staff in a multicultural environment.
Proven ability to work in the field under extreme pressure in a highly stressful environment.
Experience of operational and staff planning.
Experience of implementing tendering / procurement procedures.
Previous experience of working in humanitarian/emergency context.
Fluency in spoken and written English.
Commitment towards implementing MSBs strategic goals on gender and environment.

Experience with managing construction projects or with construction engineering/work is very meriting.
Experience of working with planning tools, such as MS Project or similar.
Previous experience of working in CAR.
French language skills are very meriting.
Financial accounting and reporting.
Diplomatic skills.

MSB will put emphasis on the personal suitability of the candidate.

University degree in Construction Engineering, Project Management or other related fields. A relevant combination of academic qualifications and experience may be accepted in lieu of a formal university degree.
Fluency in spoken and written English is mandatory.
French language skills are very meriting.
Other requriements
The Head of Operations needs to be a person that can easily network with both our UN partners as well as the local building teams. You will need to be able to multi-task and follow a strict time schedule for the construction. You will need to deal with any security issues for the team as well as any medevac if that should occur. You will need to be a jack of all trades but still be very good at most of the things. This is a demanding postition in a demanding environment where team spirit is just as important as the results.

You must undergo a pre-employment medical examination by a licensed physician before being contracted.

You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.
You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

Contractual conditions

The project will run from January 2020 until December 2020 with possible extensions if needed.
This position will be offered a 6 months contract with the possibility to extend.
The Head of Operations will report directly to the MSB Project Manager at HQ in Sweden.
Selection for interview will be done continuously throughout the advertisement period.

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations, ranging from free home leave travel to access to psychosocial support. The MSB highly values the well-being of our staff and whilst on mission you will have access to health and safety support from the MSB 24 hours a day, seven days a week. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.
If selected for this position an evaluation will be done after the mission. The evaluation can result in an offer to be registered on the MSB roster. When you are registered on the MSB roster you can continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises.
A registration on MSB roster is valid for three years. After this period your registration will be evaluated and you may be offered an extended registration. After being registered on the roster you need to conduct the MSB induction training and any specialist training courses required.
